Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a large bowl, cream together butter and sugar until smooth. Add eggs and vanilla, and mix until combined. In a separate bowl, combine flour, baking soda, cream of tartar, salt, and cinnamon. Gradually add the dry ingredients to the wet mixture, mixing until fully incorporated.

Take about a tablespoon of dough and flatten it out. Place one caramel candy in the center and wrap the dough around it, sealing the edges. Roll the ball in cinnamon sugar.

Place the dough balls on the prepared baking sheet, spaced about 2 inches apart. Bake for 8-10 minutes or until golden and slightly firm.

Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
