In a skillet over medium heat, cook ground beef until browned. Drain excess fat. Add chopped onion and minced garlic, cooking until onion is soft.

Stir in taco seasoning and water. Simmer for 5 minutes, until thickened.

Preheat oven to 375°F (190°C). Lay tortillas flat and divide cooked rice and beef mixture evenly among them. Top with shredded cheddar and mozzarella cheese.

Roll up each tortilla tightly and place seam-side down in a baking dish. Pour salsa over the top and sprinkle with additional cheese if desired.

Bake for 20 minutes, or until cheese is melted and bubbly.

Garnish with chopped cilantro and serve with sour cream on the side.
