Combine flour, baking powder, and salt in small bowl.

Mix cocoa, sugars, and oil in medium bowl. Beat in eggs one at a time and add vanilla.

Slowly mix flour mixture into chocolate mixture until combined.

Cover bowl and refrigerate dough for 30-45 minutes.

Roll 1 1/4-inch dough balls and coat heavily in powdered sugar.

Place 2-2 1/2 inches apart and bake for 10-11 minutes.

Let cookies cool 2 minutes before moving to cooling racks.
