Prepare the cupcakes according to the directions on the cake mix box. This recipe makes about 8 decorated cupcakes with the amount of blue icing provided. Let the cupcakes cool completely before decorating.

Once the cupcakes are cooled, attach the star tip to the can of blue icing. Start in the middle of the cupcake, press down on the tip and pull up to create a fur-like texture. Keep going around the cupcake until it's completely covered and looks fuzzy like Cookie Monster's fur.

Break the chocolate chip cookies in half. Cut a small slit in the frosting where you want to insert the cookie so it's stable. Press the cookie half into the slit at an angle to create Cookie Monster's mouth - like he's eating a cookie!

Stick the white chocolate melts right where you want the eyes on the cupcake. Add a small drop of white or yellow icing to each white melt and attach a brown M&M on top. For a cuter effect, position one eye looking up and one looking down, or make them cross-eyed.
