In a large bowl, combine mashed potatoes, Parmesan cheese, chopped onion, parsley, egg, flour, garlic powder, onion powder, salt, and pepper. Mix until well combined.

Form the mixture into 8-10 patties, about 1/2 inch thick.

In a large skillet, heat a thin layer of vegetable oil over medium heat.

Add the patties to the skillet and cook for 3-4 minutes on each side, or until golden brown and crispy.
