In a large skillet over medium heat (or use the sauté function of your crockpot if it has one), add the ground beef and Italian sausage. Brown on each side, breaking it up as it cooks. Add the diced onions and minced garlic. Sauté until fragrant, about 2 minutes, stirring frequently.

Transfer the meat mixture to your crockpot. Add the cream of chicken soup, milk, and all the seasonings - salt, pepper, garlic powder, and red pepper flakes. Stir everything together with the meat, then add the sliced potatoes. Toss everything together, making sure to submerge the potatoes into the liquid as much as possible.

Cover and cook on low for 4 hours or on high for 2 hours. Give it a stir and make sure the potatoes are nestled under the liquid. Top with the shredded cheese and keep cooking until the potatoes are fork tender - about 1 to 2 more hours.
