In a saucepan over medium heat, combine peanut butter, corn syrup (or honey), and sugar. Heat while stirring until the mixture just starts to bubble. Remove from heat.

Pour the hot peanut butter mixture over Rice Krispies in a large mixing bowl. Stir until the cereal is evenly coated.

Scoop the mixture onto a parchment-lined baking sheet and shape into clusters or press into a flat layer, depending on your preference.

Sprinkle mini chocolate chips and M&M's on top, pressing gently so they adhere to the surface.
