Preheat oven to 350°F. Line a 9×13 baking pan with aluminum foil and lightly grease with cooking spray. Set aside.

In a large bowl, combine the chocolate cake mix, eggs, and vegetable oil. Mix until well combined. Note that the mixture will be thick - this is normal.

Press the cake mixture evenly into the bottom of the prepared baking pan, creating an even layer.

Bake in the preheated oven for 12 minutes.

While the cake is baking, chop the Peeps into small pieces.

After the initial 12 minutes of baking, remove the pan from the oven. Quickly sprinkle the chopped Peeps evenly over the hot cake layer.

Return the pan to the oven and bake for an additional 5-6 minutes, or until the marshmallows are just starting to toast and melt.

Remove the pan from the oven and immediately sprinkle the M&M's over the melted marshmallow layer.

Allow the bars to cool completely. Once cooled, use a sharp knife to cut into desired size pieces.
