Brown the ground beef with the diced onion in a skillet over medium-high heat. Add all the seasonings - salt, pepper, paprika, Italian seasoning, onion powder, and crushed red pepper flakes.

Once the beef is browned, add the chopped pepperoni and let it cook for a few minutes. Drain off any excess grease from the pan. Add the marinara sauce and minced garlic, stir well, then take the skillet off the heat.

In a bowl, whisk together the Bisquick, milk, and eggs until smooth.

Spray a pie pan with cooking spray. Layer half of the ground beef mixture in the bottom, then top with 1 cup of the shredded mozzarella. Add the rest of the ground beef on top, then the remaining 1 cup of cheese.

Pour the Bisquick mixture evenly over the top of the ground beef and cheese layers. Top with additional pepperoni slices.

Bake at 400 degrees for 25 minutes until the top is golden brown and set.
